No Regulation Or Censoring Of Internet, Says Moggie
21st March 1999 (The Star)

KUALA LUMPUR: The Government would not regulate or attempt to censor content on the Internet, Energy, Communications and Multimedia Minister Datuk Leo Moggie reiterated yesterday.

Speaking at a signing ceremony between Mimos Bhd and Intel Electronics (M) Sdn Bhd, Moggie said that the Communications and Multimedia Act would not require Malaysian website operators to obtain licences from his ministry.

"We would not censor information on websites, and we expect Malaysians to be responsible when using or posting information on the Internet," he said.

The announcement follows Prime Minister Datuk Seri Dr Mahathir Mohamad's reminders to Cabinet members earlier this week that the Goverment would not censor the Internet..

The Act, the fifth of the cyberlaws proposed under the Multimedia Super Corridor (MSC) project, would come into effect April 1.

With this Act, the Telecommunications Act 1950 and the Broadcasting Act 1988 would be repealed.

Under the Act, broadcasting and electronic media regulation would come under the purview of the Malaysian Communications and Multimedia Commission set up last November.
