Guidelines On Conduct For Internet Users
18th April 1999 (The Star)

JOHOR BARU: The Energy, Communications and Multi Media Ministry plans to set guidelines on proper conduct for Internet users, Deputy Minister Datuk Chan Kong Choy said.

He said this was to prevent users from abusing the Internet for personal gain and spreading rumours which could cause disunity in the country.

"Although there will be no censorship on Internet usage, it does not mean that users can do anything.

"In view of such problems, the ministry plans to work out guidelines on what should be the proper conduct for Internet users," he told reporters after opening an art exhibition here on Friday.

Chan said the guidelines were needed as there were more than half a million subscribers using Jaring and TMNet.

"For each subscriber there will be between three and four users and, therefore, there could be more than a million users using the Internet," he said.

Chan also said the guidelines were intended to educate as well as bring about disciplined users.
